I'm the furthest thing from the expert or even the one that should be talking, but I'm looking at the 4th ed. Cherrypicker's Guide and yours isn't the "big one", (1-0-I). The doubling is "strong" on both "Liberty" & the motto.
The doubling on "Liberty", particularly the "R", on your example suggests, to me, it might be more than mechanical.
It's definately a keeper, to me!

edited to add: I think it's strike doubling.
