I had seen these too and was wondering the same thing.
My guess is that this was one of those goofy marketing things that Beckett does where they encapsulate for a card company to make a buck and the card company gets to sell the "added value" of an encapsulated card.
The authenticity of the autograph is still only certified by the card company and since these are cut autographs that they purchased, I would take that for what it is worth.

The Ruth/Wagner/Johnson/Cobb quad auto was never certified by Beckett for the sigs, just the card.
Beckett has never authenticated/certified signatures, they only authenticate the card alone. Now, that they have teamed up with Spence, you can send it to him and have the sigs certified, and Beckett will slab them.
