I don't think the E and L counterstamped Bust Quarters looked like this...

It's a crying shame to whomever doctored this coin toning/color wise.

I kind of like it. The coin, that is. Not necessarily the counterstamp.
Sure, it almost certainly wouldn't grade, but I kind of like the toning, even if it is secondary toning, as is almost certainly the case.
