China Mint Set?

Is this considered a 1980 China Mint Set?

I believe my grandparents got it on a visit to China. It has "The People's Bank Of China"
on the front cover.
It comes in a little checkbook-like case with info cards. Coins are sealed into their
own little sections.
The coins look to be nice BU coins.

Any help would be greatly appreciated.

    I don't know anything about this specific date but there are
    a lot of moderns with very low prices which virtually don't ex-
    ist. Mintages of the sets can be very low and quality is often
    superb. The aluminum in the set usually comes nice but the
    others don't.

    The early aluminum Chinese is very elusive and grossly under-
    priced in Krause though these later dates seem to be easily
    enough found. It's the pre-'76 that are tough. Even the most
    common don't exist in nearly sufficient numbers to satisfy a
    mass market like the US much less China.

    The 1Y looks nice as does the 2c.
