1975 mini graded set?

I am putting together a PSA 7(or better) 1975 mini set. I have about 20% of the set graded so far. I was wondering if I am better off trying to buy group lots of PSA 7's when they come on eBay or am I better buying raw and subbing when PSA offers a special. What is going to be more economical? So far I have done a little of both.
