Seller's liability when using delivery confirmation

Does anyone know exactly what the ramifications of delivery confirmation are?
I won 3 graded 1986 Rice rookies awhile back for around $190. The seller shipped to me only using delivery confirmation (I declined insurance thinking I was protected by paypal). After 2 weeks of not receiving something that should have taken 3 days, the seller provided a printout showing the cards delivered to my city and zip a week earlier. A week later some guy knocked on my door and handed me this box that had been delivered to his house (same neighborhood; few blocks away) and it had my cards.
I guess I would have been screwed if this guy wasn't honest.

In the case you described, the post office DID "show it was delivered."
Since the item was not insured, you would have been scrxd if the guy wasn't honest.
In general, insurance does protect the seller in a PayPal/credit-card transaction.
BUT, if the DC/SC wrongfully says an uninsured item was delivered, the buyer is out of luck.
It is best for buyers to always make sure expensive items are insured; even if
the seller makes the buyer pay the premium.

I always pay an extra $1.80 to have my expensive purchases sent with Signature Confirmation.
That eliminates your scenario, which incidentally happens a lot, especially during the busy season.
I've never had a seller refuse yet.
