Do late 70's and early 80's baseball cello packs run in sequence?

I was thinking about buying a cello box of 1980 Topps Baseball, but if they run in sequences (Like the 1989 fleer cards do, I would think that the odds of me pulling a Henderson rookie is going to be slim

Same question for cello boxes from the lates 1970's

would you be buying them, taking out the stars and then trying to unload the rest of the packs on unsuspecting board members?
