I came across this medal by Hartig which does not appear to be a "modern" restrike.
I have no idea what it commemorates, but given the date, I suspect it has something to do with the Austrian Constitution.
Two things of note.
The medal seems to have been given a light finish of varnish
Also, to me, the photo I took appears to be a bit dark on my CRT monitor. However, I chose not to lighten it as I have discovered that on flat screens, the lighting is relatively correct.
