I doubt PCGS would grade that without attributing the error on the holder. Either way though I'd definitely have it holdered with the error. Those early Large Cents are rare off centered like that (nice grade too).
They would certianly grade it without attributing the error if he didn't send it in under the Error Service since error coins go through a defferent step at PCGS.
Change that we can believe in is that change which is 90% silver.
I've never seen an off center coin like this one in a regular holder. I just can't believe PCGS would do so and would insist on the extra fee to properly label it.
Its always best to call someone from grading and ask before you send it in. I called and spoke with someone there when I had a question on an a couple of errors, they said send them on in. They sent them back and didn't attribute them or slab them saying it was a minor error. I did get a refund though because I had called first. (get a name) I used the money to send them back in for regular grading and they came back in a bag saying they had planchet errors!!! LOL!
When I joined the collectors club, I got 4 free gradings. I had a silver dollar blank planchet, sent it in. It came back in a bag stating it was a mint error and must be submitted that way. So I forked up another $30 and sent it in as a mine error. Came back in a bag stating it was 1 gram under the weight of a blank silver planchet. So why didn't they say that in the first place??? Anyway, I'm still tring to find out what kind of planchet this is...
It is not exactly cheating, I prefer to consider it creative problem solving!!!
It's very easy to believe Braddick; if he submitts it under the Regular Service it is simply graded, slabbed with the grade on the insert and sent back to thebigeng. If he submitts it under ther Error Service then it is checked out by Fred Weinberg, one of the largest error guys in the country who writes the attribution to go on the insert, then graded, slabbed and sent back to thebigeng. It has to be submitted under the Error Service to get the error attribution.

Dog97- You're the resident expert on error coins, I must defer to you. I have, simply put, NEVER seen an error coin (of this magnitude) in a PCGS holder that didn't have the error denoted on the insert. I based my opinion on my real world observations- not on any inside info. from PCGS and their policies.
I simply answer questions on a message board my dear friend Braddick. That's because the owner of an error coin (of this magnitude) has enough knowledge to know which service to submit it under. Here's one similiar: Text
Dog, Pat you guys rock!! I wonder how long he has had this coin? I have been doing some investigating. Apparently the Half Cents were often struck off center because of the open collar striking. The coins were feed by hand into a place meant for larger coinage and hence struck off center. I think someone looking for a 1795 VF half cent wants just that. If it is a little off center in a noraml PCGS holder it is fine. I do not think the same specialist looking for a 1795 half cent wants it in a error holder, or any holder. My intent is to sell this coin and make some money to buy what coins I want. I am still undecided. More input is needed.
BigEng since that was normal to be off center it's not really desired as an error coin and getting it in an error slab will just cost you an extra $30 you could put in your pocket. List it in the half cents AND the error catagory and it will bring the same price no matter what the insert says. A Early Copper collector will buy it before an Error collector will.

Thanks all!! Sent coin today for regular service. Emailed Rick and asked if the graders would consider it a mint error and send it back. We shall see. It is a sweet coin in person, might go VF-25!!
