PCGS "normal" versus "error" submission question

Hi folks-
Does PCGS consider a 1937-D 3-legged nickel an "error" coin or a "normal" coin for submission?
How about a 1942/41 Mercury dime?

Actually I am not confusing them...it was a question as to what PCGS defines as an "error" submission. Thanks.

The 1937-D 3 legged Nickel is a standard variety, if you use PCGS coin number 3982 you shouldn't even have to pay the variety fee.
Same holds true for the 1942 / 41 Mercury dime, if you use PCGS coin number 5036 or 5037 for "Full Bands" then no variety fees. Now if you use PCGS coin number 145473 or 145474 "FB" on your submission form for the 1942 - 41 dime then you will have to pay an extra $20 for the variety attribution.
I suppose if you wanted to pay $40 for the Error progam, PCGS would take your money
