Mailing tags

I picked up some mailing tags recently circa 1918. A couple have revenue documentary stamps along with the postage. I have never seen this before. Can anyone explain? These were used to mail tools from the company that made THOR drills, tools etc.

    possibly an attempt to use them illegally as postage - that was a common game with collectors trying to make covers with unusual frankings but I have never seen on a tag. Scan?

    I can never seem to get a scan on this site , tried several times and they A don't show up at all, b show up and disappear c are too small to see) I do have your email addr. though Richard. I I can send you one that way. The tags were used by a company not a philatelist otherwise I would have already figured it was something collector inspired.
