My impression is that it depends on why you think a downgrade is needed. if it's because of damage/spots like mine, they'll pretty much insist NCS work their magic and then letting NGC regrade before discussing any details of reimbursement.

I bought a 1905 indian cent in a MS-64RB holder off of ebay. I sent it to NGC and they sent me a brand-new 1905 indian cent in a MS-65Brown holder. The 64RB was a hideous monster that was hard to look at. I got a good deal on it. It took NGC about three months to find me a replacement coin.
I sent a better date walker back to them that was in a 64 holder, that I thought was over graded. They 'conserved' it, using something to remove some of the light haze on the coin, and reholdered it. It now looks almost good enough to be a 63
