US-PHIL 1936-M 50 Centavos Commemorative ( Inverted S and Offset OS)

I have been wondering about this coin and I don't know if this ever been discussed in this forum or any other place. I keep looking and looking at it this coin and tell myself that this must be an error. I have provided a few pictures so we can discuss and share your observations. All the coins I have in my inventory were all verified and all appears to be the same orientation. In the word CENTAVOS, the OS seems to be inverted and lined up to the word PHILIPPINES when it was pressed, and the the letter OS are a little bit offset. I don't know if this was an intention or an error. Please share your opinion.

If some coins exist that have the 'S' properly oriented, then in my opinion the properly oriented 'S' would be the [more rare / less common] version.
I never really noticed that before.
