NEW FRAUD Ebay seller CMARIEWINTERS using DC to steal with Paypal

Don't know if this has been posted here, but just in case I will re-post it here
Basically seller is selling a bunch of $1 auctions to show that they deliver, but all higher price cards never arrive.
Seller shows DC showing delivery,
some buyers give up,
others file a claim, Paypal denies claims since DC shows delivery,
for other buyers they leave positive and thanking seller thinking it is the USPS fault.
What this seller is doing is sending something with DC to the zip code of the buyer.
so that gets delivered and they steal the money.
something like this
"What the person did (found this out thru my station manager whom I am friends with ..) is send a random empty package or a junk mail insert with USPS DC to someone in your zip code.
They get it .. think it is junk mail and throw it out but shows delivered.
The person sent this to someone whom the manager knew and remembered the package as they thought it was weird at the time ... and when asked about 10 days later told them the story."

If this fraud had been less greedy it would have been hard to notice, someone has identified 16 victims(and counting) in 45 days, just from the people leaving feedback.

The USPS postal inspectors would likely be the most interested in the story.
To prove any of the past acts is likely impossible. An elaborate mail-watch
and intercept project could prove future crimes. The PIs have the power,

Seems unlikely the seller would cooperate with a claim though.

If the INS money is shown on the EBAY invoice and/or PayPal transaction details page,
PayPal will refund the buyer if the seller refuses to cooperate.
I just noticed that the only item I purchased this year and did not receive was sold by CMARIEWINTERS. And yes, they did show me the DC when I asked about the item.
Any other victims out there? I only got taken for $44 so I wasn't overly stressed at the time. Now I'm a little ticked off.

Virtually impossible to prove.
The math says there is NO way the junk gets delivered and the good stuff
gets lost at the complained of rate, UNLESS there is fraud on the sender's
part.
The high 30-day FB makes it impossible for him/her to be bot-suspended.
It would take 50+ NEGs to do the job. Looks like they found a "sure thing."
The postal cops look like the only possible remedy.

check the beckett baseball boards, bunch of people that didn't receive. Some people mention that it seems they don't even own the non-dollar value auctions they have. Since they won't provide back scans

Real easy catch if they try. If I go into details and she stumbles onto this thread she could avoid getting caught, but there are tools that could catch her in just a few transactions. Someone ran a similar scam a few miles from here and they described it in one of my training classes.
I just don't see it happening unless enough victims complained at her shipping zip code instead of at the local office.

London—MI5 have warned Britain’s cash-strapped National Health Services that dozens of ambulances–along with old police cars and fire engines past their sell-by date–are being snapped up by al-Qaeda operatives in the United Kingdom to mount suicide bomb attacks.
So serious is the problem that counter-terrorism officials at the Home Office have written to eBay, the Internet auctioneer, asking them to stop selling emergency service vehicles, equipment and uniforms.
But eBay has insisted it can only halt the sales if a new law is passed by Parliament. That could take many months to enact.
The use of ambulances is of particular concern to Britain’s terrorist chiefs. They say the tactic has already been used in Iraq with devastating effects.
A report by Lord Carlisle–the government terrorist czar who last month warned about the possibility of private planes being used for an attack on London–has been issued to all of Britain’s 48 police forces warning of the danger of selling-off emergency service vehicles.
Lord Carlisle, who works closely with the Terrorism Analysis Centre in London set up since the 9/11 attacks, said ambulances were the ideal weapon of choice for terrorists.
“It is almost rare that police will stop such vehicles on suspicious grounds. An ambulance rigged with high explosives could drive into any ultra-sensitive target like a nuclear power station or even Whitehall”, said a senior MI5 source.
The Association of Chief Police Officers has warned that the risk could be “highly significant” if the law is not tightened.
Every year dozens of police cars, ambulances and even fire engines are sold on eBay for as little as £1,500 ($2,230).
Many are still in working order. Those that need repair can be easily fixed to pass as genuine emergency service vehicles.
“An ambulance could carry half a ton of explosives. A rigged police car could carry half that amount. So could a fire engine”, states the MI5 report.
MI5 counter-terrorism officers say such attacks have been successfully carried out in Iraq and Israel.
The report reveals that an al-Qaeda attack in Baghdad last February involved a stolen ambulance, which was driven by a suicide bomber into an Iraqi police station.
The report states: “Terrorists have been using ambulances to transport bombs in Israel since at least 2002. The Israelis have told us that Hamas are using ambulances to ferry men and rocket launchers around Gaza”.
A national security committee has been set up in London with MI5 and police chiefs drawing up plans to deal with the threat. Chairman of the committee, Steve Watts, said: “There is a need of urgent legislation becoming available to the police which adequately addresses the threat of pseudo-emergency service vehicles being used by terrorists”.
Lord Carlisle has suggested all service vehicles to be sold must be clearly decommissioned so they cannot be used to imitate emergency services.
Manufacturers of all such vehicles are being asked to urgently inspect vehicles taken out of service to see how this can be done.

Unless the vehicle is being sold to a village/city/etc I was under the impression that all markings had to be wiped out.
Also, it is villages/towns/etc that mainly sell such items.
For those private ambulance companies how hard is it to require them to decommision them be?

If they take off the box then it's a useful cab & chassis for a great heavy duty work truck, they can put the old box on a new cab/chassis and have a basically new truck, and the leftovers don't look like an ambulance.

In beckett someone mentioned that they have multiple id's so maybe they have several accounts doing this.
With them selling so many stamps as well, they may have some connection to a postal worker

EBAY will respond to LE inquiries. Calling the bunko squad in
Bradenton, FL is a good step.
Filing at www.ic3.gov is a good route.
Calling the PO in Bradenton is critical.
Folks who live in FL can access public records that are VERY enlightening
regarding the perps. Online "pay to look" services are also available.
ONLY a large number of complaints to PayPal, EBAY, and LE will solve
this problem.
