    Can't be a brockage, right? I mean, both sides are raised rather than one being incuse...?

    Given the inscription on the 2nd pic below the M - and what look like stray letters and design elements on the first (to the left of the M) - I wonder if this is a coin that was struck, flipped and restuck, with the M being the strongest surviving part of the design to survive. Interesting....

    That was my first thought, both sides appear as though they could be from the same die.
