Just got this from an email. It's funny, because literally two days ago I was asking for help here (thanks Storm) regarding shipping to an unconfirmed address, and then today someone bought something from me from Australia....
We've made some fantastic improvements to our Seller Protection policy on eBay and wanted to share the good news. It's now easier than ever to be covered against item-not-received and item-significantly-not-as described claims, chargebacks, and reversals. Additional highlights include:
• No annual coverage limit - Every eligible claim is covered at no additional cost to you.
• International sales coverage - Go ahead, sell worldwide. Seller Protection extends to purchases made by buyers in 190 countries.
• Ship to unconfirmed addresses for eBay sales - Now you can ship to any address and eligible sales are covered.

As usual, their messengers have no idea what the "fine print" says.
There is ZERO protection against SNAD claims. There never can be, there never will be.

ALL shipments will be at least "partially covered" re: "unauthorized use," and "INR."
BUT, the only PP-aceptable INR defense is "proof of delivery."
The only such proof that is acceptable internationally is EXPRESS. (About $30.00.)

The positive part of the scheme is that sellers can ship to "unconfirmed US addys,"
if they use DC or SC.
And, sellers are protected against "unauthorized use" claims, if they ONLY have
"proof of shipment." (By PP's definition, that might be as little as a USPS register
tape with the zip and city on it. Still best to use DC on everything.)

If somebody can show me how to ship internationally, meet PP's requirements,
and NOT spend $30 for shipping, I will be pleased.

The waiver of the confirmed addy was announced months ago, and is scheduled to
start tomorrow.
The change has NOTHING to do with "protecting sellers," although it may well
increase sales.
The problem EBAY finally figured out is that so many folks who used to use EBAY
and PP, simply stopped doing so. NEW users will use both EBAY and PayPal
without opening "full accounts."
EBAY shoppers will buy as "registered guests;" no ID verification.
Such shoppers will pay via PayPal WITHOUT having an actual PP-account.
The platform will simply "clear the payment," like any other merchant
account processor. The buyer WILL NOT be "registered" with PP and, thus,
CANNOT be assured to have a "confirmed addy."

To realize how little this changes things for sellers, look at your PP transaction
sheets from the past. You will likely find that the VAST majority of your sales
were to folks with "confirmed addys."
IF the new crop of buyers arrives, the change will at least allow them to
pay for their item without leaving the seller to hang in the wind entirely
naked.
MANY shoppers - according to EBAY's "research" - are not interested in
being EBAY members or opening up PP accounts. They just want to shop
sometimes, pay with a credit-card, and get their stuff delivered. The new
scheme should help accomplish that.

The preliminary cutoff for "unregistered" buying/paying is 10-transactions.
After 10, the buyer will be asked to "join" EBAY and open a PP account.
Maybe they will do so, or maybe they will just go back to AMZN. I dunno.

In practice, that provision makes EXPRESS the only one that fits
into the scheme for items of any/all values.

When you call PP, they state that EXPRESS is the USPS service that qualifies for SP.

An item of $250 can either eat or collect the EXPRESS mailing costs. (About $30.)
Cheaper items cannot.

In Canada, some or all of those outfits charge a HUGE fee to actually deliver
the item once it clears customs.
If the buyer balks about paying the EXTRA fee, the company can/will pursue
collection efforts against the US seller.
The EBAY S+H board is full of horror stories on the issue.
