Storm...Paypal Question? Anybody else?

Good Morning,
Won a $15 dollar item almost 2 months ago. After a couple of weeks of non reciept sent Seller e-mails, over the course of next month sent several e-mails, Seller would wait for a week each time and then answer the following each time:
Sent.............
I actually sort of just let it go...Don't sweat over little cr$p like this.
Then nothing else. So anyway, a couple of weeks ago I am checking my Won totals and notice E-Bay/Paypal has put notice next to this auction I only have a couple of days to file dispute. So I figure why not, haven't filed a dispute in forever, so I do. Finally start getting constructive e-mails from Seller. Item was sent, lost by USPS. Wants to refund my money, but PayPal has frozen his account and won't let him refund.
That is first question...Is this BS?
Second wants to send me MO for refund because PayPal account is frozen, but says I must end Dispute first so that I don't get Paid twice, once from him, and then second time when Paypal is unfrozen. Sounds fishy to me.

I would definitely NOT accept his money order refund.
Follow through with the dispute and you will get your refund.
Do NOT close the dispute until your money has been refunded.

I would file an EBAY NPS, too.
Also, I would NEG him and bang his stars.
Since EBAY generally does NOTHING but punish good-sellers, it is appropriate
to force them to nail a few bad ones now and then.
