Firstly, it's nearly impossible to grade from a web photo. But let's have a go.
Obverse left of neck there is a noticeable ding, also above the left row of stars, and the middle of liberty. Reverse appears to have a number of small dings both left of, and just above the eagle, and something is going on around the lower left star.
However it still looks pretty nice for a 64, may be something else we can't see.
It's a Type II San Fran so the obverse strike is better then average but not the best I've seen. There's some marks on the eagles breast that I feel might be limiting the grade along with whatever is happening in Ms. Liberty's mid section.

Nicer then a MS62 but Jay Cline had/has a PCGS MS62FH that has better head details for like $745 also dipped once.
