It appears to be intended for someone unfamilar with coins and attempts to present them as an alternate vehicle to paper investments.
Yet the details cited generally will not entice those unfamilar with coins to look for further information. The mentioning of the 1913 Nickel(for a collector the photo of the liberty conveys what she is referring to but not the average person that may just be considering coins), the 1804 dollar and TPG services will basically have no meaning to most individuals that are not collectors familar with US coins to some degree.
As for appealing to the established collector, it does not work for me. The begining of the promo is something that a collector either already has established opinion and is also too simplistic.
Voice over with more enticing images of coins would also be more effective than showing the narrator so much.
The video gives mixed signals as to its target audience and therefore does not seem overall that effective for 3 plus minutes of promotion.

<< <i>The music had me on the edge of my chair. The message was clear and concise. She made me think Joe the Plumber would never be able to find a rare coin and that they have them all. That scared me a little bit and I found it quite intimidating. I probably won't be going out after dark after viewing this.
