I don't know if they will be the cheapest, but APMEX has them for $17.72 each; $17.22 each for orders of 20-499, and $16.72 each for orders of 500 or more. Their site indicates that shipping will be delayed until 10/30/08.

If you are willing to work a little for them, and wait about 2 1/2 months for part of your money back, you can sign up for the www.live.com cashback program and buy them off ebay. I was able to get 1 roll for about 13 bucks per ounce. You can use the cashback up to 12 times, so you would just have to do it 8 times to get that many. Just a thought if you haven't used cash back yet.
