It's a great coin, but I'm not sure about paying for the plastic. It's hard to say from the image if it would go FS or not, but I don't think with the marks between MONTICELLO and FIVE CENTS on the reverse that it would go any higher than a 64. So if in the best case it would go 64FS, I'd take a look at the going rate for a 64FS and decide from there if the slabbing fees are worth it.

Tough to find anything from 83 without some marks since not many were saved and there were no mint sets. The few nice coins I've seen came from SOV sets and not all SOVs are nice.
Even though that one's nice for an 83..... From only the obv I think the marks will make it not worth the grading fee.

Oh so true! Seen a few over the 17 years collecting this series but I only have 3 for this date. Someone sent me a PCGS MS66 example for about $20. It can be seen in the collection below. The strike, condition and eye appeal are high qualities. The only marks are on the 5+ steps which doesn't matter. It's an exceptionally nice coin that I don't plan on parting with anytime soon. But let me assure you, someone has saved a few back, it's just a matter of time and persistence before such paths are crossed.

It's really remarkable how few people collect coins made after 1964.
Even though there probably aren't 2000 of these in better shape this one probably isn't worth the cost of slabbing. Most '83-P nickels look like they were dragged through the mill after being minted by worn dies.
It's difficult to even find this date to look for nice specimens.
For the one your thinking about submitting. I'm thinking you probably know Jeffs... if you think the steps are complete, I think you might get a 64FS out of the coin. You have better grades in the group, but probably without the steps your looking for.
If you made a 66 coin, it would probably make you a few dollars. There are only 6 non-step MS66 coins graded and do a search on TT for recent prices. ($210 in 07 and $80 in 08). Make a few 66's, the price would go down on the rest and let me know... I'll take one.
