I never really understood, nor do I understand what the eBay reserve is for and think it is useless.
When I want to assure I don't sell an item under a certain price, I set the initial bid to that price.
The mystery bidding game below the eBay reserve price is nonsensical to me. I suppose eBay allows you to lower the reserve price.
Reserves are a way for eBay to make more fees. Especially if the item does not sell and you have to relist.
eBay's "reserve" feature is not something that I find very useful as a seller or as a buyer.
Yes, starting an auction at anywhere near the market value of an item is
effectively setting a reserve, even though eBay's terminology allows one
to claim otherwise.

Actually, it's a woman. Starting at $119.99 without a reserve isn't a reserve.
Much of the wording is a template that she uses in all of her auctions and is just the policies and very little of it is opinion, much less persuasion of a corrupt politician.
With the proper wording you can bypass most of thier rules
A reserve os a well guarded & protected secret that pisses sellers off when you ask how much it is so you'll know about how much to bid. Sellers that don't actually want to sell their junk pay an extra fee just so you'll keep biding & bidding and keep seeing "Reserve Not Met" and get discouraged and go buy smoebody else's junk that has a known price of what it will take to actually stand a chance of owning whatever they are selling.
