Didn't read the label, but I still don't know why it's in an NGC slab.

my attempt at some answers:
a) no idea.....that's why i find this piece so amusing!
b) looking under magnification i can see that this "coin" itself is not inscribed but rather produced as a replica transfer from the original inscribed coin......in other words, the words WAR 1861 are not etched onto this coin

How about without?
Even I as a vigorous anti-slabber find this even wrong from a pro-slab viewpoint.
(It is, of course, also very collectible.)
