Does the US Mint still offer bulk pricing discounts to full-time dealers?

Here is the link.

I was curious about this after seeing how little above US Mint pricing some dealers are offering the 2008 US Mint annual coin sets. Some are only pricing at $2 over US Mint prices. To me, this seems too small a margin to make it worth while - even if you do a large volume. Searching the past threads here at PCGS, I found one from 2006 that says the US Mint does offer a 5% discount to orders over $5,000 from the US Mint. The link is above. Is this program still in place?

Bulk pricing is only applied to Silver and Gold Bullion.

Regular mint products do not apply. In other words, dealers pay $22.95 for their mint sets, the same as me, regardless of how many they purchase.

The program is still in effect. We have to buy a minimum of $5000 retail price of certain (most, but not all) products to get a discount of 5%. However, we have to pay 1% of the gross price as shipping, rather than the usual flat rate shipping, so in effect we get a 4% discount for volume.
Not enough to get rich on. We usually pool with two or three other dealers to make the minimum order, and then they pick up at our place or we drop off.

No bulk pricing on gold and silver bullion. The Mint sells in large lots to official distributors at flat rates, and then they sell to us at a markup.

I tried finding out exactly what the Bulk Pricing program entails Tom but got nowhere fast.

What is covered under the Bulk Pricing?
