Yeah gold plated , It's a solid silver coin but for some reason they plated it in gold!?!
As seen as your Canadian $3 medal-coin isn't listed in Krause,you should email some photos of it to Randy Thern here

What was the mint issue price on these? They seem to be selling at auction on the Bay for $170+ with some BIN listings for $250-300.
