Have an unused stamp, 3 cent washington. There were so many different printing of this stamp, very confused! lol Can anyone shead some light? thanks

I'm looking at this on a tiny blackberry, but that looks like a 207 to me. I see a horizontal line under the "ts" of cents and the oval border around the vignette looks thin compared to the earlier issues.
