Unconfirmed Paypal from International buyers

With all the fraud going on, Paypal should automatically reject payments from unconfirmed addresses. I'm surprised you have to request this manually. In my case, I had
an international buyer from Taiwan send me a PayPal payment which I just rejected. Now I notice the reject preference in Paypal is only for US Buyers?

If I'm not mistaken, only foreign adresses in Canada, UK, and Australia can be confirmed by eBay. There is no way for someone to confirm their address with PayPal even if they want to.

You're not... most countries cannot confirm addresses.

I guess the only solution then is a check or money order and hold the coins for quite a while before shipping.
