Holder Question

Newbie question. There is an 1801 50 cent piece on BST in a PCGS holder. No grade jut labeled as Genuine. Is there a reason it wouldn't be graded?

    Probably has a issue that would prevent it from grading at pcgs.

    Here is the info on genuine holders at pcgs.

    I can't imagine any sane person paying $100 to PCGS to put a problem free coin in a genuine only holder. It would be illogical as Spock would say.
