this coin did not BB or regrade guess the grade (sent in for review)

sent this back to PCGS for "review" only. some spotting only on the obverse field, above IGWT....it came back looking like this, sent it back again, came back looking the same.
do i send it a third time? or just kick a can?
i was explicit with what "i" thought was some kinda line across the obverse of the coin that that was on the coin AFTER the first review.
i know it was the same coin because of a small tick in the field near the rim at six o'clock reverse (unless other coins of that year had that characteristic).
edit: forgot to add it's a Millennium label
