I thought in the NFL no penalty offset a personal foul except for another personal foul?

    I think chicago roughed the eagles punter on a 4th-20.. ref called illegal formation vs the eagles and roughing the kicker (personal foul) vs chicago and said, by rule the penalties offset.

    so that means if you commit a penalty on offense, you can rip the QBs head off or facemask someone for free?

    I know what your saying , i always thought if one of the fouls was a personal foul it wouldn't be offsetting penalties
