Is this the norm on Jeffersons almost full steps pricing?

I was out Buffalo hunting today not a good day on them no new coins in stock, So I moved on to the Jefferson and I was looking at some marked Full steps and some said 95% full step. When I asked for a price he said it's almost a full step so he gave me a price of $60.00 for a 1945-S MS-64/65 but the steps looked like a ramp only two steps were there I can pick them up on the bay for 5.00 - 10.00 Ea looking like this. I did not say this to him but I was thinking this. Is this the norm with the almost full step priceing I dont buy from dealers much and he did not want to hear it. All he said was do you want it or not. I said no and Thank you.

For the second part of your question... these dealers are out to make rent, pay for the kids lunches at school, etc. IMHO, most try to make as much money on a sale as possible in order to pay for these bills. I've found if I find a coin with "almost full steps" marked, it's probably a coin they bought cheap or in a group and are trying to make there rent with.
By the way, probably most of the Jefferson specialists in my area would agree with me... because I see these same coins in these dealers boxes coin show after coin show... all with big money prices listed.
When you see these coins, you have two options... walk away or try to train the dealers on why their price is out there. You never know... you may end up with a price both of you are happy with or you'll realize there are some dealers you don't do business with.
