I read on another forum that E-Checks are no longer a 5.00 fee.
I think it was mentioned that they are now 3% of the total.
maybe Storm can fill us in?

According to thee fee structure a premier account now is charged between 1.9 and 2.9%
I say this because a person I know has just been charged 2.9% or 36.00 for a transaction involving an E-Check.

Where it says free that is for the regular account, where it states 1.9 to 2.9%+$0.30 is for the premier account.
I purchased an item best offer, made payment.
Five days later get probably the sketchiest response from the Seller saying they can't ship the item and they've refunded my PayPal.
Sure enough, PayPal shows a refund has been received. I did not know at that time, but the refund was made by e-check to PayPal.
I get an alert three days later from PayPal saying the e-check payment was declined by Seller's bank and the refund has been changed to "pending".
I am going to assume the worst and open a dispute with ebay to make sure when the funds never get to PayPal I have recourse re: ebay purchase protection.
However, if I had actually left feedback, and PayPal never recognized the refund, I am wondering whether it would have been much more difficult for me to recover.
I also wonder what would have happened if I was able to spend the refunded amount immediately, and if so, would PayPal come after me for that amount after the e-check failed to clear.
