When does ebay's paypal only policy begin ?

Here's part of a memo they sent out on September 17th:

"Offer PayPal, a merchant credit card, and/or one of the other
approved electronic payment methods by October 20 when checks and money orders
will no longer be allowed."

It is a free market eBay is allowed to do what they want. Strangely, it has been to screw the seller lately, but I guess we all have to do something to amuse us.
