Is "Local Pickup" the ebay workaround for non-paypal payments?

I see more sellers who state "local pickup only" and then proceed to give their shipping terms and shipping costs in the auction writeup.

Is "local pickup only" a way to specify other types of payments besides paypal?

Is there any type of grassroots movement afoot to fight the paypal/electronics payment policy?

If eBay catches them, the seller will get slapped. Besides, if the buyer pays by PayPal and picks up, they can file an INR claim and the seller is screwed. And, there is nothing to stop the buyer from doing so. A seller can say no PayPal for local pickup, but what's he going to do when the buyer ignores it? Refund and get a neg?

As much contempt as eBay has for its customers, since they don't take a cut of the post office's action (yet), I'd think they'd have a standard "receipt of goods" for that could be purchased from them and signed by the buyer and retained by the seller.

Ebay only deals with online verifiable receipts, such as USPS. Perhaps they'll want sellers to buy a UPS-like electronic tablet from them for signatures...

I have several items up for sale for local pickup only and the only reason why is because furniture is next to impossible to ship without paying astronomical shipping and handling charges thru ups and or any other shipping services. I have a picture inbedded with the ebay listing waiting there arrival for there signature stating that all is ok and delivery was completed. I know that doesnt cover all your bases but that is the best i can do.To be honest the first time i did this i had to revise my item because ebay keeps your last shipping charge in your new listing unless changed and i forgot to change it. If you are talking about coins being picked up then that is a different story. I dont know what they are trying to accomplish with that.
