Is "Local Pickup" the ebay workaround for non-paypal payments?

I see more sellers who state "local pickup only" and then proceed to give their shipping terms and shipping costs in the auction writeup.
Is "local pickup only" a way to specify other types of payments besides paypal?
Is there any type of grassroots movement afoot to fight the paypal/electronics payment policy?

Ebay only deals with online verifiable receipts, such as USPS. Perhaps they'll want sellers to buy a UPS-like electronic tablet from them for signatures...
