Worst NFL State Ever?

The Rams and Chiefs are clearly the two worst teams in the NFL right now. The Show-Me State is a serious contender to break the unofficial single-season record for the most putrid state of professional football. I was wondering what state with multiple NFL teams now has that dubious distinction. I guess Cleveland and Cincinnati have probably been wretched simultaneously, but Missouri's teams might be looking at 3-29 this year. If that. Anyway, any help from the stat/history geeks would be appreciated.

What does Matt Millen have on the Lions owner to keep his job this long? I would say what I think he has, but Millen doesn't do anything for the football team so he must spend all day surfing trhe web looking for people to sue. :0

Millen is one of sport's great mysteries. Well, not the man himself, but his apparent vise-like grip on that job. Franchises tend to be a little trigger happy with coaches and GM's, but even casual NFL fans (e.g. me) can see he is a bumbling idiot who gives the Lions virtually no hope to be successful.
Anyway, the proud state of Missouri might be playing for the record of the '99 Bengals and Browns, who went 6-26 (0.188), but I'm still searching for a worse state performance. And I suppose the NY/NJ Jets/Giants do kinda throw a technicality wrench into the works, but I suppose I'll count them and the Bills as a single entry.
And for what it's worth, stevek, which is next nothing, most of the Kansas City metro area's population is on the Missouri side of the border. It's not a huge advantage, maybe 1.2 million to 800,000. Kansas City is actually Missouri's largest city, though the St. Louis metro area is larger than the KC metro area.

I wouldn't have guessed there were 800,000 people in the whole state of Kansas.
Let us know the results about the two states if you find out...All teams have bad years at least occasionally - just a question of two of them from the same state having a bad year at the same time.

Why don't you move to Dallas or NY then? There are plenty of lawn care companies, in Florida, already.

They are not as good as me though. We need somebody to do decent work around here.
In addition my next contract will be cutting the field at Raymond James. They tried to get me to do the maintenance for no monthly fee. They said they would pay me every year with playoff tickets.
I had to say no because we all know how that would go
