I can not access ebay (Coupon Code info)

Can someone verify this information, in doing some research I found this statement:

Send me emails about whats new and hot on eBay, great deals, special events, discount coupons and other special offers." Just put a check mark in the box, save your settings, and voila! You WILL receive coupons eventually, not right away of course, but when eBay gives them out. I know you all will adore me after this, and hopefully there wont be too much whining going on afterward.... ENJOY!!!!! >>
Maybe this will get everyone on the same sheet of music receiving the promotion codes,

All of the appropriate check boxs have been checked on my account for the last 9 yrs of active ebay participation. I have never once recv'd a coupon. Perhaps they only send them to infrequent buyers.
