Thanks everyone for all the comments, it really is a neat coin. Here's an image I took of the obverse which shows some hair details better than the TrueView.
That's a very good question Leo, the coin has very few marks and really nice fields. There are a few small marks right on the jaw line and one at the base of the bust, but nothing that would prevent this from serious consideration for an MS67FS grade. Maybe I'll send it in for a regrade and see what another set of TrueView pictures looks like!
Hi all. The coin is definitely full steps by the definition of the 1938 steps, which are "wavy" as opposed to the 1940 series steps which are straight. The lighting and angle of viewing the steps on the 1938 series make all the difference in whether or not they appear full. The reverse of 1938 steps are not fully struck, even if they were "first strikes." Leo can probably shed some light on this subject. The steps look great under a loupe and I've owned enough reverse of 1938 full steppers to know this one definitely deserves the designation. The gold/orange toning also makes it hard to see the steps' definition in the picture.

Why can't I see the steps in the FS designation?
Is there just not enough resolution in the true view pic?

I have to agree with you....does not look like 'full steps.'
