Sniper programs....assuming everything is equal...?

....meaning the max bid is the same, the start time for the snipe is the same....the synchronized clock with eBay is the same etc.
What is the determining factor as to who wins? Is it the program or is it like checkers...move,countermove...until you run out of checkers,
or is it just by chance that the auction clock runs out just before your last snipe?

I prefer to do it the old fashion way.
Send my snipe bid in at 8 seconds manually and hope for the best.
