Mint selling coins under cost?

If it's true the Mint can't sell coins under cost then their inventory of platinum must be under water by now.

    People keep saying that, but I don't know where it's been documented that the Mint must only sell coins at a profit. It might be good to have a reference to the law or regulation that states that.
