My wife bought a cpl items thru Bidz.com and when she received junk trinkets, asked for a refund, the seller balked. She then went to Paypal for a not as described dispute, which Paypal said " ONLY items purchased on Ebay fall under the buyer protecion program" blah blah blah ignoring the Paypal slogan and advertisments " Paypal, the SAFER quicker way to pay"

Legal perhaps, misleading? I think so. The court will decide.

Yes, any transactions that are not ebay items are now not protected. The reason I heard was that paypal was spending too much time investigating and resolving these non ebay claims.
