I decided to add a second example to my collection. I paid a visit to my favorite shop, Glenview Coin to find another example.
The onwer John gave me a brief history of the packaging of these coins that I was unaware of. He has 15+ of these coins, and I found this one at the bottom of the stack. All the others were blast white except this one, the reason I purchased it...
Any opinions as to grade would be great.

Splotchy toning

Blast white specimens are the rule so toning just adds value and beauty to me!

Very nice GSA CC! One arrived today that I purchased a couple of days ago. An 1884-CC, with some nice orange rim tone on the reverse. There was an additional insert with the box that read, "This coin has never been placed in circulation by the U.S. Government. However, due to its heavy scratches or tarnish it was culled out of the "Uncirculated" category and was offered in a special category ("Mixed Carson City") at a $15.00 minimum bid price. Your coin was selected from this category which includes Carson City Dates 1879, 1880, 1881, 1882, 1883, 1884, 1885, 1890, and 1891. Exchanges for different years may not be made."
This coin IMO, is FAR more attractive than the other two blast white examples that I have- Go figure, I guess the Government prefers them blast white.
BTW, can you share the information the owner gave you regarding the packaging of the coins? I'd be interested to know.

He explained it to me as such,
The Government thought that the "tarnished" coins were less desirable than the white coins, they were culled out as the insert states.
They were placed in a holder marked "Carson City Silver Dollar" with two inserts, (see photo below).
The higher grade white coins were placed in a holder marked "Carson City Uncirculated Silver Dollar" with an insert containing a serial number, (see photo below, the ATS sticker covers the words Silver Dollar) the first two digets are the year the coin was minted.
