Believe that's one of those c. 1820-25 Canadian halfpenny tokens. I don't know that i have seen that Brittania reverse though-- then again, not an expert in these Columbia tokens..
I have not seen that obverse, but had one with the Britannia reverse similar to that once. And I think I have had some with COLUMBIA on them.
I'm with the coach on this one: though I don't know anything for sure, my first suspicion would be pre-confederation Canada.
Edit to add: definitely a token, and not a coin. I am 85% convinced it is Canada, but if I am wrong, somebody will come along and educate us on this one.

There is a mule dated 1821, which sorta pegs it into the general George IV era.
Not that uncommon...I've sold a couple on eBay in the $20-40 range, but closer to mint state.
