Retiring a set

Does anyone know the procedure for retiring a set in the PSA Set Registry? This used to be mentioned on the web site, but I don't see it any more. Does one have to contact PSA to do this now? Also, what effect, if any, is there on a retired set (i'm mainly referring to Master Player Sets), if someone LATER adds a new issue to that set, which is not in the retired set?
