Ebay ethics and card listings

I am watching a card on ebay that is listed for auction.
Later, I noticed that it is also listed in the sellers store for a fixed price. The cert number is the same.
My question is this: Do you think this is an ethical practice?
What if someone buys the card at the fixed price? I suppose the auction will be ended early.
Is this a common sales tactic that I have missed in the years I have used ebay? Discussion is appreciated. Thanks.

Yup.
Sometimes, it is a mistake; sometimes not.
Nothing wrong with it, if you cancel the "other one" FAST when
somebody wins the auction.
Sometimes, on commodity cards, sellers use one photo and have
more than one card.
I am not picking up on the "ethical vs. unethical" part.
