ebay insurance question

I've been buying some cool golf stuff lately and bought a 1973 Masters badge that arrived broken in half a couple days ago. Despite having several eBay user IDs and chalking up 4000+ transactions, I've never actually had to deal with insurance before. The seller is a newbie with this too so I need some advice. Apparently, there is a PS1000 claim for or something like that on the USPS that I need to fill out certain parts of and I'm going to take photos. He's going to email me a scan of the insurance form and the receipt. My question is, since he purchased the insurance, wouldn't he be the one that gets reimbursed? Should I be filing a paypal claim along with this? How long does the insurance payment usually take? And is it normal for the buyer to be filing the claim or should I be filing with paypal and sending photos and the badge back to him so he can do the work? Any advice would be appreciated.

    My experience with insurance is this:

    If a buyer has a claim on insurance, I will personally reimburse them and wait for reimbursement from USPS. Although i will only reimburse them AFTER they fill out all the necessary paperwork and be sure the claim will go through

    Above all else, MAKE SURE you save the box and all packaging materials. If you don't have them the chances of USPS denying your claim are about 100%.

    Insurance can take quite a while for expensive items. Print out the auction page complete and also your paypal receipt so you have them if needed later.

    It's best if the seller reimburses you and you work with the seller to get the claim processed.
