Any info on USPS fuel surcharges/new shipping policies? **got my answer**

I was at the PO today shipping some items and posted on the wall and taped to every window at the counter were large color flyers extolling the virtues of Priority Mail etc. with bullet points saying that by using Priority there are No Fuel Surcharges. Is this new? Currently are there fuel surcharges on USPS regular shipping.
I havent shipped anything Non-priority in quite some time, so you'll pardon my ignorance. These flyers are definitely new and werent there this past Sat. when I was in there. The girl at the counter just kinda shrugged when I asked her, said thats news to me! LOL.
Any resident postal experts have insight? I know that USPS lost money last quarter "due to the economy" but there was nothing about this on their website.

.....UPDATE.... Got a reply via email from USPS, i guess its in comparison to UPS, didnt say that on the Poster though
"Thanks for your question and I’m sorry our Post Office retail associations were not able to help you with this. The signs you saw are new but the message is not. Unlike other delivery companies, the Postal Service does not add on surcharges, such as fuel surcharges, to the price of our services. No fuel surcharges, hidden surcharges or surcharges for residential delivery, Saturday delivery or address correction. This is the same for our regular First-Class Mail services. The signage was comparing the Postal Service to other delivery companies.
