Just got spammed by ebay on my phone

I just got a pre-recorded message from Ebay about the benefits of selling globally. I didn't listen long enough to hear what exactly they were peddling, but I think it was a bit unnecessary to hit me up like that. Thanks Ebay.

    They do that on occasion to check to see if your registered phone number is valid.

    The reason i asked about voice vs text is because some people are now pre-loading hundreds of these types of messages and walking around public places sending out blasts to everyone who has blue tooth

    I assume that costs a person who isn't signed up for an unlimited text plan right? Is that currently considered legal to do without prior consent?
