Seeing What Other ACTIVE ITEMS A User Is Bidding On ...

Typically, a bidder cannot go to Search: Items by Bidder on ebay and see what ACTIVE items a user is bidding on. I think you can see what Completed Items a bidder has bid on, but not active items. I think I found a loophole to this. (I apologize if this is old news and I've been the one in the dark for a while.)
If you are a seller on ebay (and I know many here are), log into your seller account, click on any item you are currently selling and then click on the number of bids (assuming there are any) on the item you are selling. The full user IDs of each bidder on your item will appear. Select an ID, go back to "Search: Items by Bidder, type in the name and click "Search" and the Active Items that the user is bidding on will appear. Of course, you can't control who bids on your items (well, you can block a user, but I don't think you can get a user to bid on your item), but if you come across a recognizable user, I suppose this may be beneficial.
I remember a time when ebay did not use to have this limitation on seeing what other items people are bidding on.

It helps thwart some of the "buy ten, pay for one" crowd.
Because there are ZERO consequences for bad buyers, many
folks are bidding on multiple examples of the same commodity
items, and only paying for the one that turns out to be the cheapest.
Using the subject feature allows sellers to cancel suspect bids, and
block the bidder before an auction ends.
If you find somebody bidding on your item - and a few more just like it -
the chances are pretty good that you will not get paid.
