Ebay/Paypal to canada question

I am not a pro seller so here is a question for sellers who deal with Canadian buyers.
Delivery confirmation is not available to Canada without insurance....which can be quite costly.
If one takes Paypal.....how does one protect himself from a possible fraudulent buyer who might claim card was never recieved.
If I am correct.... delivery confirmation is required for Paypal transactions to avoid this situation.

Now can a seller specify....no paypal from canada but take it from usa buyers?

Also if stated in auction- canadian buyers have to pay insurance...but usa does not?

Now that ebay has taken feedback negs from sellers (not that I have ever done this)...as a potential tactic to protect oneself..and a seller is rated on shipping charges...

What would be the correct thing to do...when listing auctions. Thanks jay
