Can I get rid of the scratches on this 1957 proof 1d roo? (BIG PHOTOs)

Someone has suggested that the Perth mint laquered their proofs. If that's the case, do you guys think if I sent this 1957 penny into NCS, they could remove the coating and maybe the scratches would go with it?
Or do you think I should just leave it alone.
Do you think PCGS would BB this coin as it sits?

Without a reference at hand, but one is matt and the other a bright finish.
If this was a matt finish struck in 1957, someone may have decided it need to be shinier for a proof and will never be able to be conserved
If this was a bright finish struck in 1959, you may be able to get it conserved.

I know this series very well and the coin in the picture is a type 1 proof struck by the Perth Mint in 1957. It was actually polished by hand at the mint! yes sound incredible and problematic but I have seen about 20 of these with the same degree of hairlines. Paul Holland wrote an excellent article on these in Vol 16. Journal Numismatic Assoc. Aust pp3-48. I also have written one in Aust Coin and Banknote magazine Vol 9 no 11 2006 year book Dec-Jan pp 34-38. The coins were not varnished by the mint. Complaints from USA customers actaully forced the mint to change their production methods to produce the beautifull reverse cameo type II 1957 dated coins in 1958-59.

Thank you! You just saved this coin from the meat-fisted mitts of the NCS coin doctors (er, I mean conservation specialists). I will forward you comments with my coin(s) to PCGS and hope for the best.
The more I photo these coins and look at them, the more I like them. Neat stuff.
